The Department of Skill Development and Entrepreneurship (DSDE) is part of the Ministry of Skill Development & Entrepreneurship (MSDE). It has been set up to create systems, processes and an institutional structure that will enable creation of world class skilled manpower.
The Government’s National Policy on Skill Development & Entrepreneurship 2015 envisions India as a “Global Leader in Skills”. The policies would be implemented through three key Ministries- MSDE (Skill Development), MHRD (Education, Research & Innovation) and the Ministry of Commerce & Industry (Commerce & Trade).
States are represented by State Councils for Vocational Training (SCVT), which are governed by the National Council for Vocational Training (NCVT). Each state-based training institute is regulated by the NCVT. The National Trade Certificate (NCT) or State Level Certificate is awarded to students who have completed their training under the guidelines of NCVT and SCVT.
There are four levels of trade certification: entry, course completion, apprenticeship and certificate. Entry level is a pre-requisite for admission into the industry as an apprentice or as an assistant to a tradesperson. It is aimed as a hands-on training program that develops skills required for entry level jobs. Upon successful completion of the course, students are issued entry level trade certification.
